Clarity is a large-radius, low-amount unsharp mask restricted to luminance and weighted toward the midtones. Applied at full strength across the whole range it blows out highlights and blocks up shadows; the midtones are where the sense of depth actually comes from.
Negative values soften — the same mechanism run in reverse, which is why it works for skin.
