Vibrance weights its effect inversely to each pixel's existing chroma, so colours that are already vivid change least. This is why it can be pushed much further than saturation on portraits without skin turning orange.
Both operate in the encoded domain. Saturation is a perceptual quantity — applying the same numbers in linear light makes shadows shift violently while highlights barely respond.
